Where a person checks

Inconsistencies are logged and put to an analyst, never smoothed over. Figures the source does not report are left out, not back-calculated. An analyst signs off before release.

What stays, what may leave

Source exports stay on premises. Only pseudonymised or aggregate payloads leave, under the routing policy you approve.
